North-Manchuria Base Region
北滿根據地
The North-Manchuria Base Region covered the eastern part of present-day Heilongjiang Province, including the areas of Harbin, Mudanjiang, and Jiamusi. On 2 November 1945 the CPC Central Committee resolved to establish the North Manchuria Sub-Bureau (中共北滿分局), with Chen Yun (陳雲) as secretary and Gao Gang (高崗) and Zhang Wentian (張聞天) among its members. Its mandate was to consolidate CPC control across North Manchuria, organise armed forces, establish political authority, suppress counter-revolutionary activity, and secure the rear of the Northeast. The Sub-Bureau was formally constituted on 16 November 1945.
Postal services in North Manchuria were administered by a succession of provincial and local authorities during the Liberation period. Stamps were issued by the Postal Administration of Harbin and by the Post Office of the Provincial Capital of Heilongjiang Province, among other local bodies operating within the base area.

Mudanjiang Postal District
Soviet forces captured Mudanjiang (牡丹江) on 16 August 1945 during the August Storm Offensive, following several days of intense fighting. After the collapse of the Manchukuo administration, the CPC Mudanjiang Regional Committee (中共牡丹江地區委員會) was established on 15 September 1945, and the CPC took control of the municipal government under Mayor Li Jingpu (李荊璞). Regular postal services had been suspended since August 1945. Provisional overprinted stamps were issued for use within the Mudanjiang postal district from October 1945. On 23 February 1946, the Mudanjiang region was placed under the direct leadership of the CPC North-Manchuria Sub-Bureau (北滿分局). The Postal Administration of Suining Province (綏寧省郵政管理局) was subsequently established on 1 May 1946, assuming responsibility for postal communications throughout the province.

Postal Administration of Heihe
Soviet forces crossed the Amur River at Heihe (黑河) on 9 August 1945 and occupied the city within hours, given its position directly opposite Blagoveshchensk. Following Japan’s surrender on 15 August 1945, the Manchukuo administration collapsed and the CPC moved to establish political and administrative control across the border territories. The Postal Administration of Heihe (黑河郵政局) began provisional postal operations in September 1945, issuing an overprinted stamp for local use. Heihe had formed part of the former Manchukuo Heihe Province (黑河省); on 13 November 1945 the CPC merged this territory with the former Bei’an Province (北安省) to create the CPC-administered Heilongjiang Province (黑龍江省).

Postal Administration of Bei’an
Following the collapse of Japanese administration in August 1945, the CPC began establishing control over the former Manchukuo Bei’an Province (北安省) area. The Postal Administration of Bei’an (北安郵政局) resumed postal operations and issued provisional stamps for use within the Bei’an postal district from October 1945. On 13 November 1945, the CPC merged the former Manchukuo provinces of Bei’an Province (北安省) and Heihe Province (黑河省) to establish the CPC-administered Heilongjiang Province (黑龍江省), with Bei’an (北安) as its provincial capital. In March 1947 the postal administration was brought under the West-Manchuria Administration of Posts and Telecommunications (西滿郵電管理局) and redesignated the Bei’an Office (北安辦事處).

Postal Administration of Shuangcheng
Following the collapse of Japanese administration in August 1945, the Shuangcheng County Democratic Government (雙城縣民主政府) was established in late 1945. Shuangcheng County was administered under the CPC-controlled Binjiang Province (濱江省), which encompassed the former Manchukuo Binjiang Province territory and was established under Soviet occupation from October 1945. On 12 January 1946, the National Government took control of Harbin, prompting the CPC Songjiang Province Democratic Government (松江省民主政府) to relocate to Binxian (賓縣). The CPC subsequently resumed control of Harbin on 28 April 1946, and the Songjiang Provincial Government (松江省政府) was formally re-established on 5 May 1946 with its seat in Harbin, with Shuangcheng remaining under its jurisdiction. The Postal Administration of Shuangcheng (雙城郵政局) issued provisional stamps for use within the Shuangcheng postal district during this transitional period.

Postal Administration of Jiamusi
Following the Soviet occupation of Jiamusi (佳木斯) on 17 August 1945, the CPC established the Sanjiang Regional Administrative Office (三江地區行政專員公署) in the city in late October 1945. On 21 November 1945, the Provincial Government of Hejiang Province (合江省政府) was established in Jiamusi, with Li Yanlu (李延祿) appointed as Governor. Regular postal services were suspended following the collapse of Japanese administration in August 1945. The Postal Administration of Jiamusi (佳木斯郵政局) subsequently resumed postal operations and issued provisional stamps for use within the Jiamusi postal district during the transitional post-war period.

Postal Administration of Harbin
After the Soviet army withdrew from Harbin on 25 April 1946, 130 representatives from all walks of life in the city called on the Northeast Democratic United Army to move in and maintain public order. After the Democratic United Army moved in on the 28th, the Harbin Municipal Government was established on 3 May. On 5 May, the Songjiang Provincial Government was established. On 18 July, the provincial government instructed local governments to actively assist in the resumption of postal services. The Harbin Municipal Government instructed the city’s postal institutions to continue operating under the name Postal Administration of Harbin (哈爾濱郵政管理局). From October 1946, further stamps were issued by the Harbin Office of the Northeast Administration of Posts and Telecommunications (東北郵電管理局哈爾濱辦事處).
