Specialist examination of Chinese Liberated Area stamps.
Expertization establishes the genuineness, condition, and correct attribution of a stamp or cover through independent specialist examination. The result is documented on a signed certificate valid for international use.

BPP membership and area of competence
Roman Scheibert is an active member of the Bund Philatelistischer Prüfer e. V. (BPP), the German Association of Philatelic Examiners. The BPP is one of the most rigorous expertization bodies in the world: membership requires demonstrated specialist knowledge within a precisely defined scope, and certificates carry international recognition.
His registered area of competence covers communist-issued stamps of the Chinese Liberated Areas from approximately 1930 to 1950, spanning all major base regions of Northeast, North, Northwest, East, Central-South, and Southwest China, as well as Manchukuo Local Overprints by Communists (MLOs).

Scope
What can be submitted for examination
The examination covers single stamps, multiples, and covers from the Chinese Liberated Areas and the Manchukuo MLO issues. This includes perforated and imperforate copies, surcharge and overprint issues, proofs, varieties, and forgeries submitted for identification.
Material outside the registered scope, such as Manchukuo regular issues without communist overprint or Republican China stamps, cannot be certificated and should be directed to the relevant BPP specialist.

Submission
How to initiate an examination
Send an initial enquiry by email describing the material, including scans or photographs where possible. This allows a preliminary assessment of scope and an indication of the likely turnaround time before any items are sent by post.
Items should be sent by registered post with declared value. A submission list identifying each piece by catalogue number or description must accompany the parcel. Fees follow the current BPP fee schedule and are settled on return of the certificated material.
